There are two divergent but complimentary perceptions of BiH’s position in relation to the EU: an outside view where the institutional and everyday policy-making reality sees the EU as a distant, cohesive international institution, and an inside view where Europe’s future includes BiH in an ever-evolving community of states without a definite final shape. This chapter aims to embrace this interspace as something in-between, being both outside and inside in the case of the BiH’s path to European integration. The inconsistency between these two views is not reconciled by a policy which creates difficulties in charting a path towards a clear future for both BiH and the EU. By being both inside Europe and outside the EU, BiH and the entire Western Balkans are stuck in a limbo that is not of their creation.
